REQUEST FOR PROPOSALS - Website project evaluation

The Alberta Legal Information Society (ALIS) is seeking proposals from individuals or organizations to conduct an evaluation of the LegalAveTM website project process and the LegalAveTM website impact since launch.
 
The evaluation should determine whether the website is meeting the legal information needs of Albertans. The website will be evaluated on its relevance, effectiveness, efficiency, sustainability, and impact.
 
The main goal of the evaluation is to assess the extent to which the expected impact and expected results, as defined in the project documentation, have been met. An assessment of project performance is to be undertaken in relation to expectations set out in the project logic framework.
 
The evaluation should primarily focus on short-term outcomes, providing recommendations on the fulfilment of the medium- and long-term outcomes. 
 
The evaluator will identify potential options for improving ongoing implementation of the website project. The evaluation will take into consideration the project’s efficiency and effectiveness. 
 
Specifically, the evaluation will examine the following issues:
 
  1. Changes in context and review of assumptions (relevance): Was the project’s design adequate to address the problem(s) at hand? What internal and external factors influenced the ability of the organization to meet projected targets?
  2. Results in terms of outputs achieved vis-à-vis projected targets (efficiency): Has the project realized the expected outputs within the expected time frame? Were the project’s activities in line with the schedule of activities as defined by the project team and annual action plans? What impacted the ability to attain outputs?
  3. Achievement of projected performance indicators and targets (effectiveness): What has the performance been of the organization with respect to their projected performance indicators? Does the current performance indicate that the project purpose has been achieved (specific objectives)? Have there been any unplanned effects (positive or negative)? Recommendations for improving the execution of the program should be provided if deemed necessary.
  4. Preliminary assessment of outcome (impact): Has the project generated any results that indicate that the website has had an impact on the website’s target audience? What is the nature of this impact? Does it address Albertans’ need for legal information?
  5. Processes in place sufficient to ensure the ongoing maintenance of the website (sustainability): How can existing processes be improved to ensure that the website is sustainable?
